The consultation will be open until 24 January 2020
The Brazilian Ministry of Education (MEC) opened last Friday (3) new public consultation on the Entrepreneurs and Innovators Universities and Institutes Program – the so-called Future-se, a government proposal that, among other points, creates a private fund for federal universities and institutes. The consultation will be open until January 24, 2020, by e-mail futureseconsulta@mec.gov.br and through the program’s website.
This fund will initially have R$ 102.6 billion. These resources are intended to fund research, innovation, entrepreneurship and internationalization of educational institutions. To participate, universities federal institutes have to express interest in joining the program.
Future-se operationalization will occur through management contracts signed by the Union and the educational institution with Social Organizations, private entities that receive “social” status by proving effectiveness and social purposes, among other requirements.
Launched in July last year, Future-se had already gone through a public pre-consultation. At the time, the proposal received more than 50,000 contributions. According to the ministry, Future-se’s objective is “to increase the financial, administrative and management autonomy of universities and federal institutes by fostering entrepreneurship, raising own resources, exploiting patents and generating startups.”
Among the changes in the new draft of the Future-se draft Law is that Future-se participants will have preference in granting grants from the Higher Education Personnel Improvement Coordination (Capes).
The proposal also says that revenues from private sources will not replace regular budget allocations sent by the government to universities and federal institutes. The reformulated text includes the foundations of support to universities in the process, aiming to provide greater legal certainty in relations between entities, encouraging the raising of own resources.
According to the MEC, the new consultation is another “possibility to hear the population – and education specialists – before sending the bill to the National Congress, where there will be another wide round of debates.”
