This Thursday (17th), the Brazilian National Confederation of Industry (CNI) launched the European Union-Mercosur Agreement guidebook – a unique opportunity to foster trade and sustainable development.
The document is divided into two large sections. In the first, it presents the rules, already very advanced, existing in the Agreement’s Trade and Sustainability Chapter. In the second, the regulation of the theme of environmental and labor sustainability in Brazil, including forests, native vegetation, climate change, agricultural productivity, energy matrix and international labor conventions.
The guidebook was launched during the virtual event Mercosur and European Union Agreement – Roundtable on the agreement and sustainable development in Brazil.
Guidebook highlights leadership in Brazil on the environmental issue
The director of Institutional Relations at CNI, Monica Messenberg, says that the booklet, in addition to considering the advances that Brazil needs to make, clearly highlights the country’s role in the world, its advances and leadership in regulating the environmental issue, especially in comparison International.
Among these advances are the high percentage of preserved native vegetation and the existence of an advanced forest code in Brazil. In addition, she highlights the voluntary and ambitious goals in climate change and the Brazilian position in the effective implementation of international labor conventions.
“These facts must be considered so that the Mercosur-European Union Agreement is swiftly internalized. Only in this way will our companies be able to reap the economic benefits, whether in reducing trade barriers, or increasing market access, or implementing other rules to facilitate trade, services and government procurement, among others,” says Monica.
The ambassador of the European Union in Brazil, Ignacio Ybáñez, stated that the agreement is an ally of sustainable development.
“The European Union, Brazil and other countries have in the agreement a strategic instrument to continue deepening the development of more sustainable economic and social relations, which will certainly contribute to a lasting economic recovery in the context of the post-Covid-19 pandemic,” he said.
The secretary for Bilateral and Regional Negotiations in the Americas at the Ministry of Foreign Affairs, Ambassador Pedro Miguel da Costa e Silva, in turn, stated that the agreement creates new trade and investment opportunities for Brazil, with an impact on the country’s integration in the global value chains.
In his view, by establishing common and shared standards and regulations for trade and investment purposes, the agreement brings benefits to producers, consumers and society as a whole.
“Notwithstanding the challenge of increasing deforestation, which is great, fundamental and the Brazilian government is committed to facing, Brazil has solid, practical, innovative and sustainable credentials,” said the ambassador.
Agreement will allow the gradual opening of the economy with gains for both blocks
The conclusion of the agreement between Mercosur and the European Union, in 2019, was the main recent achievement of Brazil, the bloc and the business sector on the trade agreement agenda.
The CNI worked actively to resume negotiations on this treaty in 2012 and since then has remained at the forefront to ensure the cohesion of the business sector in favor of its progress. The next step is the conclusion of legal procedures and the beginning of the internalization of the agreement by the members of the two blocs.

Brasil: CNI lança cartilha sobre desenvolvimento sustentável em defesa do acordo Mercosul-UE
A Confederação Nacional da Indústria (CNI) lançou nesta quinta-feira (17) a cartilha Acordo União Europeia-Mercosul – uma oportunidade única para promover o comércio e o desenvolvimento sustentável.
O documento é dividido em dois grandes blocos. No primeiro, apresenta as regras, já muito avançadas, existentes no Capítulo de Comércio e Sustentabilidade do acordo. No segundo, a regulação do tema de sustentabilidade ambiental e trabalhista no Brasil, passando por florestas, vegetação nativa, mudanças climáticas, produtividade na agricultura, matriz energética e convenções trabalhistas internacionais.
A cartilha foi lançada durante o evento virtual Acordo Mercosul e União Europeia – Mesa redonda sobre o acordo e o desenvolvimento sustentável no Brasil.
Cartilha destaca liderança no Brasil no tema ambiental
A diretora de Relações Institucionais da CNI, Monica Messenberg, afirma que a cartilha, além de considerar os avanços que o Brasil precisa fazer, destaca claramente o papel do país no mundo, seus avanços e a liderança em regulação do tema ambiental, sobretudo na comparação internacional.
Entre esses avanços estão o alto percentual de vegetação nativa preservada e a existência de um código florestal avançado no Brasil. Além disso, ela destaca as metas voluntárias e ambiciosas em mudanças climáticas e a posição brasileira na implementação efetiva de convenções internacionais de trabalho.
“Esses fatos devem ser considerados para que o Acordo Mercosul-União Europeia seja internalizado de forma célere. Só assim as nossas empresas poderão ter os benefícios econômicos capturados, seja em redução de barreiras ao comércio, seja no aumento do acesso a mercados, seja na implementação de outras regras de facilitação de comércio, serviços e compras governamentais, entre outras”, diz Monica.
O embaixador da União Europeia no Brasil, Ignacio Ybáñez, afirmou que o acordo é um aliado do desenvolvimento sustentável.
“A União Europeia, o Brasil e outros países têm no acordo um instrumento estratégico para continuar aprofundando o desenvolvimento de relações econômicas e sociais mais sustentáveis, que certamente contribuirão para uma retomada econômica duradoura no contexto do pós-pandemia de Covid-19”, disse.
O secretário de Negociações Bilaterais e Regionais nas Américas do Ministério das Relações Exteriores, embaixador Pedro Miguel da Costa e Silva, por sua vez, afirmou que o acordo cria novas oportunidades de comércio e investimentos para o Brasil, com impacto sobre a integração do país nas cadeias globais de valor.
A seu ver, ao estabelecer padrões e regulamentos comuns e compartilhados para fins de comércio e investimentos, o acordo tratá benefícios para produtores, consumidores e toda a sociedade.
“Não obstante o desafio do aumento do desmatamento, que é grande, fundamental e o governo brasileiro está comprometido a enfrentar, o Brasil conta com credenciais sólidas, práticas, inovadoras e sustentáveis”, disse o embaixador.
Acordo permitirá abertura gradual da economia com ganho para os dois blocos
A conclusão do acordo entre o Mercosul e a União Europeia, em 2019, foi a principal conquista recente do Brasil, do bloco e do setor empresarial na agenda de acordos comerciais.
A CNI trabalhou ativamente para a retomada das negociações desse tratado ainda em 2012 e desde então se mantém na linha de frente para garantir a coesão do setor empresarial em prol do seu andamento. O próximo passo é a conclusão dos trâmites legais o início da internalização do acordo pelos membros dos dois blocos.
